Kitui County has once again reaffirmed its position as a leader in effective governance and public service delivery after being selected to participate in the pilot Annual Performance Assessment (APA) under the Kenya Devolution Support Programme Phase II (KDSP II).
At the heart of this milestone is the strategic leadership and administrative stewardship of Kitui County Secretary Madam Agnes Mulewa, whose role has been pivotal in steering the county toward excellence in institutional performance and accountability.
Mulewa has been instrumental in strengthening internal systems, enhancing coordination across departments, and ensuring the successful implementation of performance management frameworks that have now earned the county national recognition.
The county is among a select few undertaking the pilot assessment for Disbursement Linked Indicators (DLIs) 5 and 6, which focus on Human Resource Management and Integrated Performance Management. These key areas are critical in evaluating the efficiency, transparency, and effectiveness of service delivery within devolved units.
The assessment is being conducted by an Independent Verification Agent (IVA) team led by Dr. Sirengo Maurice, who lauded Kitui County for its exemplary progress. He noted that the county’s robust performance contracting framework, largely driven by strong administrative leadership, has positioned it as a benchmark for other counties across Kenya.
Under Mulewa’s guidance, Kitui has consistently embraced reforms aimed at institutionalizing performance systems and cultivating a results-oriented culture within the public service. Her leadership has ensured that human resource capacity is continuously strengthened while promoting accountability and professionalism across all departments.
KDSP II Program Coordinator Mr. Victor Mwangu also commended the county’s commitment to continuous improvement, noting that the leadership synergy between the executive and the county administration has played a significant role in achieving these milestones.
Participation in the APA pilot marks yet another significant achievement for Kitui County. It not only underscores the county’s dedication to high standards of governance but also highlights the critical role played by County Secretary Agnes Mulewa in driving reforms that translate into better services for wananchi.
As the assessment progresses, Kitui County remains steadfast in leveraging such opportunities to further enhance efficiency, accountability, and overall service delivery for its residents.
