Political temperatures are rising in Kitui County following growing disagreements over the Supplementary Budget for the 2025/2026 Financial Year and the proposed Budget Estimates for 2026/2027, with Mûumoni MCA Hon. Titus Kasinga calling for urgent intervention to resolve the impasse.
Speaking amid the ongoing standoff between the County Assembly and the Executive, Kasinga has urged the Speaker of the Kitui County Assembly to convene a comprehensive consultative meeting bringing together all Members of County Assembly (MCAs) and Governor Dr. Julius Malombe to deliberate on the contentious budget proposals.
The legislator emphasized that dialogue and consultation remain the most effective way of resolving differences, cautioning leaders against engaging in confrontational exchanges on the assembly floor. According to Kasinga, meaningful engagement between the Executive and the Assembly is critical in safeguarding the county’s development agenda and ensuring smooth implementation of government programmes.
Kasinga expressed concern that many MCAs were not adequately briefed on the contents of both the supplementary and proposed budgets, arguing that members were denied sufficient opportunity to scrutinize the documents and understand their implications before discussions commenced.
He maintained that budget-making is a collective responsibility that requires the active participation of all elected representatives, noting that limiting consultations to a few leaders would fail to address the concerns raised by the wider membership of the assembly.
“The budget process requires full participation of all MCAs. Members need to be taken through the details so that they can make informed decisions on behalf of the people they represent,” Kasinga stated.
The debate intensified after reports emerged that the budget had been returned to the County Executive, a move that has raised fresh questions about the handling of the financial documents and the working relationship between the two arms of county government.
While county leaders are expected to engage Governor Malombe in efforts to find a solution, Kasinga insists that any discussions concerning the county’s finances must involve all MCAs. He has called on the Speaker to develop a clear agenda and facilitate an all-inclusive consultative forum aimed at fostering transparency, accountability, and consensus.
The unfolding dispute has attracted public attention, with residents and political observers expressing concern over the potential impact of prolonged budget disagreements on development projects and service delivery across the county.
Kasinga warned that budget matters are highly sensitive and should be handled with utmost care, urging both the Assembly and the Executive to put aside their differences and work together for the benefit of the people of Kitui.
