Deputy President Prof. Kithure Kindiki has emphasized the need to strengthen Kenya’s devolved system of governance, describing devolution as “the crown jewel” of the 2010 Constitution.
Speaking during a Pre-Summit meeting held at his Karen office on Monday, Prof. Kindiki noted that while the country has made commendable strides over the past fifteen years of implementing devolution, several challenges still hinder the full realization of its intended benefits.
“Fifteen years of implementation of a devolved system of Government has registered consequential gains, but significant obstacles and challenges remain on the way to the full realization of the fruits of devolution,” said the Deputy President.
The meeting, which brought together key stakeholders, was convened to prepare the agenda for the upcoming 12th National and County Governments Coordination Summit the highest intergovernmental forum established under Article 6(2) and Article 189 of the Constitution.
Present at the session were the Chairperson of the Council of Governors (CoG), representatives of the National Government, Constitutional Commissions, Independent Offices, and members of the Intergovernmental Technical Relations Committee (IGTRC).
Prof. Kindiki underscored the importance of the upcoming Summit in reviewing progress, strengthening intergovernmental relations, and deepening collaboration between the two levels of government.
He further reiterated the National Government’s commitment to working closely with county governments to resolve existing bottlenecks and ensure equitable delivery of services to all Kenyans.
The 12th National and County Governments Coordination Summit is expected to deliberate on key issues including resource allocation, governance efficiency, and policy coordination between the national and county levels, with a focus on consolidating devolution gains for inclusive growth and national cohesion.
