Makueni Governor Mutula Kilonzo Jnr on Monday officially signed the Mutulacare Implementation Guidelines, setting in motion a bold County-led Universal Health Coverage (UHC) programme that promises to transform healthcare access for thousands of residents.
Speaking during the signing ceremony in Wote, Governor Mutula described the Mutulacare scheme as a game-changer in ensuring no Makueni resident is left behind in accessing quality medical services. He underscored that the initiative will cover the Social Health Insurance Fund (SHIF) premiums for indigent and vulnerable households, guaranteeing them timely and comprehensive care.
“Healthcare is a right, not a privilege. With Mutulacare, we are breaking the barriers that have kept many from receiving the treatment they deserve,” Governor Mutula said. “Our goal is to lift the financial burden off families so that no one has to choose between putting food on the table and seeking medical attention.”
The scheme, recently approved by the County Cabinet, will provide an extensive benefits package including inpatient and outpatient services, dental and optical care, chronic disease management, and emergency treatment with ambulance evacuations. It targets to cover over 50 per cent of the county’s population, marking a significant stride towards achieving full UHC.
CEC for Health Joyce Mutua lauded the governor’s commitment, noting that the guidelines will streamline legislative approval in the County Assembly and accelerate rollout. “This is a practical step towards healthier, more productive communities,” she said.
The launch ceremony was attended by Deputy Governor Lucy Mulili, County Secretary Justin Kyambi, and several CEC Members, including Finance’s Damaris Kavoi, Devolution’s Nicholas Nzioka, and Lands’ Paul Musila.
Governor Mutula reaffirmed that healthcare remains a central pillar of his administration’s development agenda. “Mutulacare is more than a programme it is a promise to our people that their wellbeing comes first,” he said.
