A high-level delegation from the Intergovernmental Relations Technical Committee (IGRTC), led by Chairperson Kithinji Kiragu, today paid a courtesy call on Kitui Governor Dr. Julius Malombe as part of an ongoing data collection exercise for the 2024/2025 Annual Summit Report.
The visit, held at the Governor’s Office in Kitui, aimed to gather key insights to inform the preparation of the report, which will be submitted to the National Assembly, Senate, and County Assemblies, in accordance with the Intergovernmental Relations Act, 2012.
Governor Malombe commended IGRTC for its role in strengthening collaboration between the two levels of government, emphasizing Kitui County’s continued commitment to supporting the committee’s work. He underscored the importance of devolution as a cornerstone of Kenya’s governance, calling for clear and practical guidelines to enhance the effectiveness of intergovernmental cooperation.
Addressing the issue of housing programmes, Governor Malombe noted that counties are fully capable of implementing such initiatives. However, he raised concern that Article 187 of the Constitution concerning the transfer of functions had not been adequately addressed in the current framework.
In response, IGRTC highlighted the critical role of direct stakeholder engagement in ensuring that the Annual Summit Report reflects ground realities and national priorities. The committee also emphasized that any transfer of functions between national and county governments must be accompanied by adequate resources to ensure the success of devolution.
Chairperson Kiragu was joined by IGRTC Director Agnes Muthoni, State House Lead Counsel George Tarus, and other senior officials during the engagement.
The IGRTC’s consultative mission continues across various counties as part of its commitment to delivering a comprehensive and inclusive report for the upcoming Annual Devolution Summit.
