The County Government of Kitui has stepped up efforts to involve residents in shaping fiscal policies, with the Ministry of Finance and Revenue Collection spearheading a public participation forum on the proposed 2025/2026 Finance Bill in Mutomo.
The exercise, conducted at the Mutomo Chief’s Camp Grounds, underscored the county’s commitment to constitutional principles of transparency and accountability as enshrined in Article 201 of the Constitution and the Public Finance Management Act, 2012.
Speaking during the forum, County Director of Finance, Miss Rosyline Kavata, praised the county’s progress in boosting its own-source revenue. “In the last financial year, Kitui collected close to KSh 895 million, a remarkable increase compared to the KSh 361 million ever collected by the previous regime,” she said.
She emphasized the importance of citizen involvement in financial decision-making, urging residents to take advantage of the ongoing forums. “We encourage members of the public to submit written memoranda and proposals on rates, fees, and charges. Your input will help us shape a fair and inclusive Finance Bill,” she added.
Miss Kavata further revealed that the county is rolling out technology-driven reforms in revenue management. “The County Government is embracing digital systems in revenue collection to enhance transparency, efficiency, and seal loopholes for the future,” she noted.
The Mutomo forum is part of a countywide exercise, with similar sessions planned across all eight sub-counties to ensure broad participation and inclusivity in policy formulation.
