From Foundation to Legacy: Governor Dr. Julius Malombe’s Lasting Impact on Kitui County.

Since the introduction of devolution in 2013, Dr. Julius Makau Malombe has played a pivotal role in shaping Kitui County’s development journey.

As the county’s first governor, he laid the institutional foundation of the devolved government by establishing governance structures and introducing the Community Level Infrastructure Development Programme (CLIDP), which promoted equitable development through investments in water, healthcare, education, roads and other community projects Lower Eastern Digital has highlighted CLIDP as one of the defining achievements of his first administration.

Following his return to office in 2022, Governor Malombe launched the Kitui Promise, a 16-point development agenda focused on accelerating socio-economic transformation. According to The Lower Eastern Digital, his administration has implemented thousands of projects across sectors including water, roads, healthcare, education, agriculture, markets and industrial development, with a strong focus on creating a lasting legacy.

His current administration has also strengthened transparency through the launch of the Kitui County Infrastructure Projects Dashboard, allowing residents to monitor development projects across the county, while promoting accountability and improved service delivery.

Lower Eastern Digital Media observes that Governor Malombe’s leadership is defined by two distinct phases: first, laying the foundation of devolution in Kitui County, and now delivering transformative projects aimed at improving livelihoods and driving long-term economic growth.

The publication notes that ongoing investments in water, roads, health, education and economic infrastructure demonstrate a consistent commitment to equitable development.

As Kitui continues to grow, Governor Malombe’s leadership is increasingly being viewed as a journey from building the county’s foundation to delivering a lasting development legacy.
