Governor Mutula Kilonzo Jr. Assents to Mbooni-Kee Municipality Charter, Cementing Decentralized Service Delivery in Makueni

In a landmark step toward enhanced devolution and efficient public service delivery, Makueni Governor Mutula Kilonzo Jr. has officially signed into law the Mbooni-Kee Municipality Charter, formally establishing Makueni’s third municipality.

The charter, which had earlier been approved by the County Assembly, lays the foundation for the full operationalization of the municipality  including the transfer of core functions, budgetary provisions, and recruitment of technical personnel to facilitate its rollout.

Governor Mutula described the move as a bold and transformative milestone in bringing governance closer to the people and accelerating socio-economic development in the region.

“This is not just about a document; it is about deepening devolution, empowering local communities, and ensuring that public services are delivered efficiently, fairly, and closer to where people live,” said the Governor.

Once operational, the Mbooni-Kee Municipality will take charge of critical urban management responsibilities such as infrastructure development, solid waste management, and development control. These functions are expected to enhance urban planning, unlock investment opportunities, and uplift the quality of life for residents across the sub-region.

With this new development, Mbooni-Kee joins Wote and Emali-Sultan Hamud as the third municipality in Makueni County a clear indicator of the county government’s continued commitment to structured urban growth and responsive service delivery.

The signing ceremony, held on Thursday morning, was witnessed by key members of the county executive, including Deputy Governor Lucy Mulili, County Attorney Stanley Nthiwa, CECM for Lands Paul Musila, CECM for Education Japheth Mang’oka, CECM for Devolution Nicolas Nzioka, and Chief Officer for Lands Jackson Daudi.

Governor Mutula reaffirmed his administration’s dedication to building institutions that are not only legally grounded but also development-driven and people-centered.

“Our municipalities are engines of development. Mbooni-Kee will now have the legal mandate to transform local priorities into tangible results,” he concluded.

This latest move adds to Governor Mutula Kilonzo Jr.’s growing legacy of strengthening devolved units and streamlining county governance structures for sustainable and inclusive development.
