The Kitui County Assembly has successfully concluded a four-day public participation exercise on the Facility Improvement Fund (FIF) 2026 and the Finance Bill for revenue management, marking a significant step in strengthening grassroots involvement in governance.
Speaking to the press after a session held at AIC Kanyangi in Kanyangi Ward, Kitui Rural Sub-County, Tseikuru Ward MCA Hon. Kimanzi Muange lauded the Assembly’s leadership for adopting an inclusive approach that takes public forums closer to the people.
Muange noted that under the stewardship of Speaker Kevin Kinengo, the Assembly has embraced a rotational model of public participation across wards, ensuring that residents at the grassroots level are directly engaged in decision-making processes.
He emphasized that the new approach departs from the traditional system where such forums were centralized at sub-county headquarters, often locking out ordinary citizens. By decentralizing the exercise to ward levels, the Assembly has created an opportunity for the common mwananchi to air their views on critical legislative proposals.
“The Speaker has ensured that we rotate these forums across wards so that every citizen gets a fair chance to contribute. This is a major boost to public participation and democratic governance,” said Muange.
The MCA further revealed that the Assembly will now move with speed to compile and analyze the views collected from the public. The findings will be consolidated into a report that will be tabled before the County Assembly for debate and eventual approval.
Once adopted, the Finance Bill and the Facility Improvement Fund framework will be enacted into law, guiding revenue collection and improving service delivery across the county.
The concluded exercise underscores Kitui County Assembly’s commitment to transparency, accountability, and citizen-driven governance, in line with the principles of devolution.
