Kitui County Commits to Full Performance Contracting Cycle — Chief Officer Francisca Kyui

Kitui County is steadily advancing in its commitment to effective governance and service delivery through the structured implementation of Performance Contracting.

Fransisca Kyui, Chief Officer for Performance Contracting, Disaster & Emergency Services, emphasized the comprehensive nature of the Performance Contracting process and the County’s adherence to its various milestones.

“Performance Contracting is a long process that has various milestones to be undertaken. The process comprises the Identification and negotiations of the Performance Targets, Vetting and Negotiations of the Performance Targets, Signing of the Performance Contracts, Implementation of the Performance Contracts, Reporting and feedback to the implementing entities, Mid-Year Review of the Performance Contracts, Internal Evaluation of the Performance Contracts, External and Moderation of the Performance Contracts, Public Announcement of the Performance Evaluation Results, Rewards to the top performers, and Sanctions to the poor performers.”

She underscored the importance of consistency and leadership support for the success of the process.

“The process requires consistency and persistence and must be supported by the top management.”

Kyui commended the county’s top leadership for their unwavering support in upholding these standards.

“In Kitui County, under the leadership and guidance of our Governor, H.E. Dr. Julius Malombe, EGH, we are keen to follow the entire process, observing timelines and also being keen to deliver quality documents and deliver quality services to the people of Kitui County.”

“I wish to thank Governor Malombe, and the Deputy Governor Augustine Kanani, for the leadership and support they are providing to ensure that top managers sign Performance Contracts and cascade them to all staff using the Staff Performance Appraisal Systems (SPAS).”

This statement reflects the county’s commitment to structured development and measurable accountability across all government departments.
