Kitui Hosts Land Value Index Stakeholder Engagement as County Advances Land Reforms

The Kitui County Government has reaffirmed its commitment to transparent and sustainable land governance following a Land Value Index (LVI) stakeholder engagement forum held in the county.


The forum was convened by the Ministry of Lands, Housing and Urban Development, in collaboration with the State Department for Lands and Physical Planning, bringing together key stakeholders to deliberate on the development and implementation of the Kitui County Land Value Index.

The engagement was officiated on behalf of Governor Dr. Julius Malombe by Waziri Fredrick Kimanga, the Kitui County Minister for Lands, Housing and Urban Development, who represented the Governor at the high-level forum.
Speaking during the meeting, Waziri Kimanga emphasized that the Land Value Index is a critical instrument for ensuring fairness, consistency, and transparency in land valuation across the county. He noted that the initiative will help curb disputes arising from arbitrary land pricing while strengthening revenue collection and supporting orderly physical planning.

“The Land Value Index will provide a clear and reliable framework for land valuation, enhance investor confidence, and support sustainable urban development in Kitui County,” Waziri Kimanga said, adding that the process aligns with Governor Malombe’s development agenda on land reforms, affordable housing, and structured urban growth.
Stakeholders from both the national and county governments, land professionals, planners, surveyors, and community representatives were engaged on the methodology, objectives, and expected outcomes of the Land Value Index.

Participants were encouraged to submit their views to ensure the framework reflects local realities and promotes inclusive economic development.
Officials from the State Department for Lands and Physical Planning underscored the importance of intergovernmental collaboration, noting that stakeholder participation is essential in developing a credible and widely accepted land valuation system.

The stakeholder engagement marks a significant milestone in Kitui County’s efforts to modernize land administration and promote efficient land use, positioning the county as a favourable destination for investment and sustainable development.
