Malombe Calls for Stronger County Coordination to Safeguard Devolution Gains

Julius Malombe, the Governor of Kitui County, has called for stronger coordination among county administrations to improve service delivery and protect the gains made under devolution.

Speaking in Nairobi during a consultative meeting organized by the Council of Governors and attended by County Secretaries, Governor Malombe emphasized the critical role the officials play in linking political leadership with county administrative systems.

“You are the link between the political leadership and the administrative systems of the county. Your success in executing your mandate greatly contributes to effective service delivery by county governments,” he said.

Malombe also recalled his role in the Task Force on Devolved Government that helped develop key laws that operationalized devolution, including the County Governments Act, the Public Finance Management Act, and the Intergovernmental Relations Act.

He noted that since 2013, devolution has improved access to services such as healthcare, early childhood education and agricultural extension, but acknowledged challenges including delayed disbursement of funds, fiscal constraints and capacity gaps.

The governor urged county secretaries to uphold professionalism, strengthen cooperation between national and county governments, and embrace digital systems to enhance efficiency and service delivery.
