Nairobi Nominated Senator and Nairobi County Woman Representative hopeful for 2027, Tabitha Mutinda, has intensified calls for urgent reforms to address the growing crisis of pending bills within county governments.
Mutinda was speaking after a consultative meeting with the Council of Governors (CoG), where leaders engaged in candid discussions over the rising backlog of unpaid obligations that continue to strain county operations and undermine service delivery.
The meeting highlighted the alarming accumulation of pending bills across several counties, with stakeholders warning that the trend is not only crippling development projects but also eroding trust between county governments and suppliers.
Mutinda emphasized that the issue of pending bills must be treated as a national priority, noting that delayed payments have far-reaching economic consequences, including the collapse of small and medium-sized enterprises that depend on county contracts.
“Pending bills are not just numbers on paper they represent businesses struggling to survive, jobs at risk, and stalled development projects. We must act decisively to restore fiscal discipline and accountability within our counties,” she stated.
The deliberations further explored policy and legislative interventions aimed at strengthening financial management systems, improving budget credibility, and enhancing oversight mechanisms at both county and national levels.
Mutinda reiterated the critical role of Parliament in ensuring counties adhere to sound financial practices, calling for stricter enforcement of public finance laws and greater transparency in procurement and expenditure processes.
As she continues to build momentum ahead of the 2027 general elections, Mutinda’s active engagement in addressing key governance and economic challenges positions her as a formidable advocate for accountability and efficient service delivery in Nairobi County.
The Council of Governors is expected to work closely with Parliament and the National Treasury to develop sustainable solutions to the pending bills crisis, which remains one of the most pressing challenges facing Kenya’s devolved units.
