Wote Municipality Targets Historic Revenue Growth Under Governor Mutula’s Leadership

Wote Municipality is charting an ambitious path toward record-breaking revenue growth, driven by bold reforms and inspired by success stories from Kenya’s leading urban centers. At the heart of this transformation is Governor Mutula Kilonzo Jnr, whose leadership continues to steer Makueni County into a model of accountability, innovation, and sustainability.

In recent years, Wote has recorded steady revenue growth, a clear reflection of Governor Mutula’s governance style that emphasizes efficiency, discipline, and strategic planning. In 2022/23, the municipality collected Sh83 million against a target of Sh100 million. This was followed by a resounding rebound in 2023/24, where it not only met its Sh120 million target but surpassed it, raising Sh123 million. The momentum continued in 2024/25 with collections hitting Sh141 million against a Sh130 million target.

Now, with confidence and renewed energy, Wote Municipality has set its sights on Sh150 million for the 2025/26 financial year. According to Municipality Manager, Evelyn Mutua, the administration is not only determined to meet this target but to surpass it, aligning fully with the Governor’s vision of positioning Wote as a leading municipality in Kenya.

To sharpen its strategies, a delegation of revenue, enforcement, sanitation, and environment officers from Wote recently visited Thika Municipality, Kenya’s top revenue collector, which generated an impressive Sh1.3 billion last year and is targeting Sh1.8 billion in 2025. Thika Municipal Manager, Gathii Kanyi, shared key lessons on revenue collection and modern waste management that could further boost Wote’s performance.

Among the highlights of the learning exchange was the Fukuoka Method of solid waste management, a semi-aerobic landfill technology that drastically cuts methane emissions while promoting sustainable waste decomposition. Wote is now exploring the adoption of this system, alongside plans to establish a Material Recovery Facility (MRF) for waste segregation, recycling, and resource recovery.

Governor Mutula Kilonzo Jnr has consistently emphasized sustainable development as the foundation of Makueni’s growth. With Wote’s population expected to rise from 161,996 to 186,900 by 2030, his administration is keen on not just expanding revenue streams but also ensuring a clean, healthy, and well-managed urban environment.

“Revenue growth must go hand in hand with sustainability. Our people deserve not only a thriving economy but also a safe and livable environment,” Governor Mutula has repeatedly affirmed in his development agenda.

As Wote Municipality pushes to write a new chapter of success, its focus on innovation, accountability, and peer-to-peer learning stands as a testament to the Governor’s unwavering commitment to transforming Makueni into a model county one that not only meets its targets but sets the bar higher for others to follow.
