Kitui Central Member of Parliament Dr. Makali Mulu has strongly opposed the proposed National Infrastructure Fund Bill, calling for its withdrawal and comprehensive restructuring before it is reintroduced to the House for debate.
In a firm statement, the outspoken legislator declared his rejection of what he termed as “Ruto’s National Infrastructure Fund Bill,” urging National Assembly Majority Leader Kimani Ichung’wah to drop the proposed law in its current form.
Dr. Mulu argued that while the idea of strengthening infrastructure financing in the country is noble, the current framework of the Bill raises serious concerns that must be addressed before it is passed. He maintained that legislation of such national importance must reflect transparency, accountability, and public interest.
“The National Infrastructure Fund Bill, as it stands, is not acceptable. It needs to be restructured and subjected to further scrutiny before being brought back for discussion,” said Dr. Mulu.
The MP emphasized that infrastructure development plays a crucial role in economic growth, job creation, and regional integration. However, he cautioned that any financial mechanism designed to support such projects must have clear safeguards to prevent misuse of public resources and to protect taxpayers from potential exploitation.
Dr. Mulu further stated that Parliament has a constitutional duty to thoroughly examine every proposed law to ensure it serves the people of Kenya and not narrow interests. He insisted that passing the Bill in its current form could expose the country to financial risks and weaken oversight mechanisms.
